Regus is one of those places that doesn't provide a good service to retain customers but instead what they do offer is a predatory contract/agreement that makes it impossible to cancel unless you've literally claimed bankruptcy. They get one star for that alone. But as one of their unfortunate victims locked into a 2 years "agreement", I never provided them with a signed 1583 form to accept my mail but they happily charge me monthly for mail forwarding services which they don't provide me at all. So they are super flexible about their contract terms when it comes to taking money, just not ending contracts. Bottom line is do not enter into any agreement with this company, regardless of where their offices are located.
